I haven't noticed anything lately. A few shows are coming out as 4K HDR and they look quite good. Often, I'd noticed dark scenes that are impossible to see what's happening at all, but that was before they added HDR on most shows and isn't limited to them.
Do you have HDR TVs or is it an intermittent problem? My old Samsung used to do that, turn dim, then bright, but it was likely it's auto-brightness control or something else, perhaps it's dying breath.
If you've got Amazon Prime, their Jack Ryan series is quite good.
