City mayors and/or city coucils of Minneapolis, Portland, Seattle, New York City, Chicago. I probably overlooked a few.

If so, it is not a timely or immediate solution. So, immediate or interim solutions are sought out by citizens. That's just a reality.
"Your constitution, which may have been understandable a couple of hundred years ago, has to be questioned now, surely?"It's questioned on a daily basis, but will not change any time soon. And in the interim period, citizens are left to consider all their options. Again, that's just reality.
Maybe it's time to ask the question "Do I continue to live here?"Are you ready for some new neighbors? Is your leadership ready for mass immigration from the USA?
I didn't think so. LOL :-)
BTW, for what it's worth, I believe that the United States of America is still the number one destination of international migrants. Go figure.
