RE: I don't think so.

Nobody (after Wuhan) follows the super-conservative quarantine everybody just in case approach you were suggesting.

If somebody tests positive, they'll estimate when they were first contagious and who they had close contact with. If the league has the testing capacity, they'll test all those close contacts on a daily basis while minimizing their contact with others. When it comes to game day, they'll make risk assessments on an individual by individual basis. The 14-day quarantine regime will be reserved for confirmed cases and people in high risk categories.

Youth sports is already happening in my area, including contact sports like lacrosse. And without the money to afford things like testing exposed people daily or employing contact tracers and health care consultants.

A month ago, I was highly confident that fall sports was a go. Now, with the second wave of COVID-19 piling on top of the first wave, I'm not so sure. But there's so much money at stake with NCAA Div 1 and NFL football, I can't see them not giving it a try.

Whether or not it succeeds depends almost entirely on the behavior of the players and coaching staff off the field. If everyone takes it seriously, and the testing can keep up, we could have a full season and the loss of playing time due to COVID-19 wouldn't be any worse than injuries.

But I admit that's wishful thinking. There's too many people involved in football who think the whole pandemic is blown out of proportion by the media and won't take it seriously. So I think they'll start the season, but who knows where it will go after that.
