Our state released guidelines for re-opening schools on Tuesday. It offers a lot of good recommendations and guidance, but the state is steering clear of making policy decisions, leaving it up to the school districts to decide what to do. The teachers union is highly critical. They were looking for "shall do", not "should do".
On one hand, I understand that different schools need to make different decisions depending on the spread of the virus in their communities. But on the other hand, it's pretty clear the governor is passing the buck, perhaps motivated to avoid blame if things go bad, perhaps motivated to avoid a fight with the union.
One big omission I see is a lack of guidance on how to respond to a spreading event or cluster of cases at school; there's only guidance on how to deal with individual positive cases. Likewise, there's no guidance on how to assess the COVID-19 situation in each local community and determine whether it is safe to open, or after opening, what should trigger the schools to close again.
So, we'll see how it goes. I personally don't think that school guidelines and safety measures are going to be the determining factor in whether re-opening succeeds. It's going to come down to families' behavior outside of school, and the behavior of the community at large.
