The web site you linked highlighted two sentences which were not the point of the article. The focus of the article is whether masks are beneficial in hospital settings for health care workers who aren't in direct contact with patients.
The article is an opinion piece, not a study. They don't present any evidence or data. They don't go on to back up/elaborate/justify the claim they made in the highlighted sentence, a claim that goes against the consensus of infectious disease experts.
They reference 5 papers that are all about asymptomatic spreading and have nothing to do with the effectiveness of masks.
The article was first published on April 1 when the conventional wisdom (WHO, CDC, etc.) was that the virus didn't spread through airborne transmission.
Finally, the authors retracted their claim on June 3. See below.
