It's hard for me to imagine a wheel so far out of true that the tires and tubes can't be mounted. I've seen old 70s banana seat kids bikes with wheels an inch out of true, but with new tires.
I think it's more likely that you inadvertently got the tube stuck between the tire bead and rim when mounting the tire, which can easily happen if you're not used to mounting tires, or if your technique is not right.
If you can't find the grommets to make a Shraeder rim accept a Presta tube, you should at least try to replace the rim protector strip with one that has a Presta-sized hole. There's a risk of the rim hole cutting the tube around the valve if it's not perfectly centered, and even if it's perfectly centered when you mount it, it can shift a little when riding and give you a flat on the road. Using grommets solves this problem. Using a Presta rim strip is not a good solution, but it can reduce the risk of cuts because there's another layer of material between the rim and tube.
