Some advice

You don't say how long the bike's been sitting, but I'm willing to bet the tubes are bad because they've dry-rotted in storage. 45-55 pounds isn't that much tire pressure.

I've built several wheel sets. 26 inch aluminum rims are pretty solid. I can't imagine how the wheels could be so out of true the tube won't seat on the rim unless you ride down stairs, love pot holes, or back your car over the bike (happens a lot!). If they are that bad, the bike shop will tell you the rims are not worth trying to save unless the spokes are just loose. A badly bent rim won't tend to stay true even if a mechanic works on it.
