I don't know how Vermont and Hawaii made that list

I've been watching Vermont because we have a camping reservation for the weekend of the 4th on Lake Champlain near the Canadian border. It's an annual tradition, we've had it booked since last year, and we've been trying to figure out whether we should go, and if we'll be allowed.

Vermont had all but stopped the virus, then saw a spike of +36 new positives 10 days ago. Since then, they've been reporting 10-15 new cases a day. They currently have 1 person hospitalized and are monitoring 54. It's due to a single outbreak in a suburb of Burlington, and most of the cases are children and young adults.

Vermont had +6 new cases yesterday. Their neighboring states are New York (+895 yesterday), Massachusetts (+336), Quebec (+148), and New Hampshire (+48). So why is Vermont getting singled out?

Same question for Hawaii. They're now up to 17/day, and have one cluster.

Meanwhile, Los Angeles alone reported 1568 new cases and 58 deaths yesterday. The situation there has been steadily getting worse, but I rarely hear LA getting singled out in the national media.
