So in the Personal and economic freedom ranking index every country in the world is listed in full detail

The index published here presents a broad measure of human freedom, understood as the absence of coercive constraint. This fifth annual index uses 76 distinct indicators of personal and economic freedom in the following areas:

Rule of Law
Security and Safety
Movement
Religion
Association, Assembly, and Civil Society
Expression and Information

Identity and Relationships
Size of Government
Legal System and Property Rights
Access to Sound Money
Freedom to Trade Internationally
Regulation of Credit, Labor, and Business

Hong Kong listed as first overall in Economic Freedom but 27th in personal freedom and they get an overall rank of 3rd most free place on earth.

So the rankings appear to be heavily weighted to economic freedom over personal freedom. To their credit they list both in detail in each of the above domains.

Note: This is not a political post - Before someone starts - this study was conducted by major right wing think tanks in the USA and Canada

It is run by the Cato Institute "The Cato Institute is an "associate" member of the State Policy Network, a web of right-wing "think tanks" in every state across the country"

Fraser Institute "The Fraser Institute is a Canadian public policy think tank and registered charity. It has been described as politically conservative and libertarian." Just in case one assumes it's a lefty article.
