We had a bunch of oleanders outside of our house when we lived in Milpitas, CA (1989-91). I like them; pretty flowers and, once established, they thrive on neglect -- and don't need water. My kind of growwie.

Ours were not as pretty as the one in the OP of this thread, though; they were leggier.

We did have beautiful roses, too -- that "Mediterranean climate".
