Most states have flattened the curve, and some are well past their peak case load and nearing the end of this wave.
Montana, Alaska, Hawaii, Vermont, and Wyoming have effectively stopped community spreading, so they should be able to use contact tracing and testing to contain the virus. Hence, they're ready to re-open.
But most states still have a problem with untraceable community spreading. If people in those states stop social distancing, they'll go right back to exponential growth again.
