but the 'data' were all anecdotal. No sense of the long term trend, so hard to tell if there's actually a shift.

Not something one can hang one's hat on -- this is in the same league as a nurse saying that s/he notices more babies being born when the moon is full. :)
I did actually manage to read the article since my prior post (which was pretty short on meat, so to speak). :)
The weird quantum of information in the article, to me, was this:
Restauranteurs said many factors are to blame, like the high cost of operating in San Francisco, high crime rates, dirty streets and long wait times for permits .
[emphasis added]
The implication of permit wait times suggests* there are new restaurants eager to get on-line, but they just can't get the needed permit(s). :p
* Yeah, yeah, I know -- an existing establishment might want a differen kind of permit, but, still... would that drive 'em to close?
