For that you are better off with a comfortable size gun, not a small one.
A small gun is hard to control, has fewer rounds. Unless a person has truly small frame, a good medium size gun is the best choice.
Think HK VP9, Walther PPQ or P99, Glock 19, etc. They will have 12-15 rounds of 9mm, and with adjustment will work well in smaller hands.
My wife is fairly petite, but these guns worked totally well for her - she shot the VP9 in competition.
