Number one - someone will always forget to engage it, and will accidentally get shot, while relying on it.
Number two - someone will always forget to DISENGAGE it when suddenly needing the gun.
Most modern guns are built around the "pull the trigger - get the bang" principle. The idea is to teach the user to NEVER have finger inside the trigger guard until ready to shoot. The internal safeties prevent the gun from discharging when dropped. But accidentally pulling the trigger will produce a shot. It is a trade-off, but if you look at your average cop, their guns (Glocks in majority of cases) have no external safeties.
There ARE other techniques of making guns safe, but always ready. For instance, in some Walther pistols you can take the striker off its cocked position. Which means the gun will now require a VERY long and hard pull to produce the first shot - thus assuring good measure of safety in normal handling.
Another popular approach is DAO - Double Action Only designs. These require that long and hard pull for every shot. Commonly used in compact carry guns.
