Problems with AT&T fiber cable

We had AT&T fiber optic for one year and liked their service except for several outages. The fiber optic cable around here is only buried about 10" and goes under and across neighbors yards. Several times we have been out of service for over a week after the cable was cut, it's a new neighborhood with lots of construction. The AT&T technicians blame it on 3rd party installers and the 3rd party guys tell us that the fiber optic cable should be sheathed and buried much deeper but AT&T won't approve the cost. After the last outage for 10 days we switched to cable. The cable is buried deeper and is not prone to being cut. Internet is about the same with cable but our TV picture is noticeably better with cable feed.
