for most of us. It has been both for me at different times. I have never gotten satisfactory results from "professionally enlarged" sources. You get out what you put into it unless you can find some lone wolf like I used to be. I printed my photos, but the portfolios of local pros and enthusiasts.
I printed a lot. I had a B&W and color darkroom. I got better and better because I printed a lot and took more care than the "professional" printers. I did this for years until we had our first child and overnight orders and a separate full time job dictated that I get some sleep somewhere in my schedule. There was some disappointment in some of my costomers, but eventually, I stopped printing for others.
The experience proved to be invaluable. I had become a pretty good printer. You get out of it what you put in. Trust me. With a little experimenting you could do better than the "professionals" you speak of who are not giving you professional service.
