I have filled tubs and bought gallons and cases of water for hurricanes. I have been through many and have never had a need for all of the water. We have never lost water pressure or had our water contaminated. I guess it could happen and probably has.

Right now, I am refrigerating water from last hurricane season and leaving bottles of it on my garbage can for the sanitation guys on pick up days. My wife buys cases every season.

The big thing is usually power and food. MREs and a generator plus a window AC unit are my recommendations. A good chain saw is good to have, as well.
