The subject was a licensed security guard so the only problem with buying weapons would have been a matter of finding the money to stock up his arsenal. With no felony conviction recorded, the state of Florida was fine with him purchasing any rifle, shotgun, or handgun. By obtaining a license for only $70, he could have either concealed carry or open carry his handgun in Florida with reciprocal rights in many other US states.
Even though the subject had been under surveillance for possible ties to radical organizations, that was not an adequate reason to ban him from purchasing weapons under Federal law.
