Unless you live in/near an urban area, public transportation is not currently an option. You want to penalize everyone that consumes fuel, or relies upon transportation just to get what they need (EVERYONE). Products don't get to your local market for free--it comes by sea/rail/truck--even if you walk down to the store to go get it. Get that through your (apparently) thick skull. Not hostile--just realistic.
Do you want a handful of cars not on the road, or do you want to pay $20 for a loaf of bread and a gallon of milk? BTW--you're not getting a 100% raise next year to cover that. More importantly, should those that can't even afford a car, or a decent, newer, fuel-efficient car bear the brunt of your demands/proposal?
If you told me I could go anywhere I wanted/needed to go for free/cheap, my ass would be on it. "It" is not there--for most of the US.
Until you "fix" that, you shouldn't be "knee-capping" the entire economy--especially the lower and middle income ranks.
Invest in "big-oil", and sit-back and relax--just kidding, of course.
