The tap roots need an excavating probe. Dig down to get most of the root, but even then be ready to rinse and repeat. Dandys are the perfect creature, along with tumbleweeds. They emit a vapor that is toxic to other plants that would grow in proximity, thereby clearing surrounding space to grow and suck in resources. Eliminating competition. The windborne seeds are plentiful enough to form clouds.
My mother spent a good percentage of her time shoving the probe deep under the plant's base to excise it. Chemicals are not the way to go. Too nasty to life in general. And they do not stop regrowth; just easier to do than the hands and knees work. For a price.
