Laugh! There's a board of directors and/or other government agencies that over see these kinds of operations. Private companies do the work under the supervision of these agencies. Whoever or whatever agency of government in charge of this oversight is responsible to the public.
However at every level of oversight their is investor influence in the decisions making - be it at deciding who is in the governmental positions and at pressuring elected officials to have things their way - and their way is the way of maximizing profits today.
There is no question whatsoever that profit making entities have enormous power over governmental decisions. This is not just in LA, it's in Texas and in New York and in every city in America. And there is no question that since the 70s American investor have become more and more focused on short term profit than long term security.
It's not the investors or the unions job to protect the longer term interest of the infrastructure - it is governments. But as income and wealth gaps widen the speculator has become all powerful and the longer terms interests, public safety and security become secondary to the natural interests of those who have the power (ie. those who have the wealth).
