FYI, the Port of Los Angeles is owned and operated by the City of Los Angeles, not a private business, and not the Federal government.

So, any issues with performance are the responsibility of the Mayor.

Similarly, the Port of San Francisco is owned and operated by the City and County of San Francisco, not a private business, and not the Federal government.
