One of the early GM cars with throttle by wire. The fail safe mode is, the throttle body closes if the either of the position sensors fail and the car won't go faster than 25 mph until the problem is fixed.
Even an older treadmill should have a similar design.
I'm like your wife, I'd rub some dirt on it, walk it off, and call 1-800-GOT-JUNK, have 'em haul that old treadmill away.
