Swimming for your life is a VASTLY underrated skill. If he survived? Call it even.
No morals. No ethics. No Empathy. No Sympathy. Just WHEN is he supposed to learn any of that and how to get along with people?
Unless society can somehow isolate the most savage among us, we don't have a future. These parasites take hunderds of times the resourses just to imprison / recycle. I can think of many ways to better spend limited funds.
Wall off 5000 or 6000 square miles of somewhere. Make sure there are a few small towns inside the barrier. BUY everyone out.....and move 'em somewhere else.
Toss unprpentent / repeat criminals OVER THE WALL with whatever resoucees thay can buy after liquidating all assets. NO RETURN
Post guards and shoot anyone trying to LEAVE. All the vermin should be Spayed or Neutered so a population explosion doesn't overtake the 'forbidden zone'.....
