It comes down to who is enforcing it

Like Chris said, it can be reasonably interpreted and enforced. In keeping with the dictionary definition of the word, brandishing should only be charged when someone is threatening someone with a gun or displaying a gun as an implied threat. It wouldn't be charged in self defense, or against someone walking around with a sidearm in a belt holster. But if you ever pull out a concealed gun in an argument, or flash it at someone on the street to intimidate them away, I'm pretty sure that would be prosecuted. As long is it's reasonably enforced, I think it should be an criminal offense. I don't think it matters whether it's an open carry state.
