When Jerry Brown was Mayor of Oakland he passed a "vagrancy law" that essentially drove all the homeless into San Fransisco. Was a popular move in Oakland, and made homeless population swell in San Fransisco. And over the previous decade, other communities did the same. San Fransisco was the only one that wouldn't try to drive them elsewhere. It's shameful, actually.And in that area, housing is so freaking expensive, that whole swaths of the working population can't afford housing with even a dozen roomates sometimes. I knoew of some technicians (Paid about $65k a year in the late 1990's!) that lived in a van parked in the parking lot of the company I worked for because they couldn't afford housing. I think today unless you are pulling in about $120k a year you are housing insecure.
The planning authorities all across that area played NIMBY games rather than build enough housing to try to keep housing costs. It's a slow motion trainwreck.
And attempt to help is a lot better than the peopel that would drive them into the ocean.
Because the face of homelessness starts in the lower end of white collar in that area. It's a failure of city planning, and the wages of overgrown NIMBYism.
