You can hope to "fund" social services through grass roots organization based on voluntary actions and ongoing good will. Or, you can extract taxes to fund government agencies that administer the same exact services for you.Either way can lead to expensive inefficiencies. Which way ends up being less efficient depends on size and type of country. But there are (what might be called) "tonal differences" to consider that distinguish one type of giving from the other, I think.
My preference would always be for grass roots organization and voluntary action. To me, that way just feels better than having some big machine do all of the work.
A combination of grass roots push and governmental organization is the best (or, only) viable compromise in most cases, IMO. But will that coordinated compromise be 60/40 ? Or, 30/70 ? 0r, 90/10 ? Or...
