While it has a number of other nice applications, the Dowdy plate choke was originally designed for the AVVT forerunner of the EML 20B, the AV20.
The op points I ended up with for the AV20: B+ of 395 v (plate-ground), with an R(k) of 195 ohms (paralleled pair of 390 ohm 1 Watters). This provided about -7 v bias, drawing approx 36 mA.
BTW: I have successfully used the AV20 at lower plate voltages (approx 300 v), but you are throwing away some of your gain when you get much below 375 v.
I have no experience at all with the EML20B, but I believe the tubes are similar enough that this may offer a bit of help along the way.
