Cascode CCS question

Guys,

I have assembled a couple Cascoded CCS. The directions state that the MOSFET metal tabs are not to touch. I'm using the small heat sink. I have isolated the tabs and screw heads from the heat sink per the instructions but I've noticed that there is continuity between the MOSFET tabs even when the heat sink is removed and the tabs are not touching. I just wanted to run this by the forum before I fire them up. Is this normal?or have I fat fingered something...?
