The current levels you quote are not too low for the Shunt Regulator Kit or the Cascode CCS Kit. The minimum for the Large Cascode CCS Kit is about 20mA, but this can be lowered by placing a resistor in place of the jumper ("J") on the board. The larger the resistor value the lower the current that can be attained, but also the smaller the range that is covered by the trimpot. Replacing the trimpot with a 500 ohm or 1Kohm pot will resolve both problems.
