going by pro driver types I'd define one starting point for a direct radiator 15" to be in ballpark of 5% efficiency (~99dB@1Khz@1M)and equation for this is (10*log efficiency with percentage expressed as decimal)+112 LF cutoff is juggled by qts and box size so you can have low bass at the cost of higher qts and larger box vs typical 50-60Hz corner for moderately low qts drivers in 3.2-5cu.ft boxes.adding front-loaded basshorn of say La Scala type will give roughly another 6db (fourfold increase) in efficiency so you're getting 20% conversion efficiency and roughly 105dB so if there were no compression effects then 100 watts in would give 20 acoustic watts out in the middle of its passband (I get similar efficiency to smaller basshorns using old Karlson box)
a better horn may give higher efficiency assuming driver has the right stuff
n general, pro woofers have lower distortion in their passband IMO than say polycones and after the introduction of the AR-1 efficiency went to 1% or lower partly to give low-bass to midrange balance and also to meet needs of stereo age - not everyone could afford Klipsch or Altec
high efficiency per se doesn't necessarily equate with quality but can certainly lead there and allow use of zero-feedback triode amps
for $500 DIY you could go with some of Wayne's Pi designs or grab a couple or grab a couple of Eminence M151311@$80 each from Madisound, or M151* JBL guitar speaker for only $70 including delivery at JBL's tent sale then a couple of Eminence or used Altec 511 horns, Eminence CD8 1" drivers from Image and come in under $500/pair including plywood - same would go for faux La Scala or Belle using hoemmade 250-300Hz Edgarhorn mids with maybe Galaxly 5"
also - you might really luck out and find vintage Altec for around that budget - Altec 421 are nice and sometimes 416 can be found without geting pricey - Altec HF drivers have good lower registers
*- M151 has a metal dustcap - maybe require a piece of tape to damp some high-Q resonances found in this type
