Phase response does constantly shift throughout the audio spectrum, but you can't hear it. You can only hear the results of phase interactions between two or more sources. This does get a bit tricky, because boundary reflections act like multiple sources, which combine at the listening position at various angles of phase to create constructive and destructive interference that can greatly affect the total result.
