That apparatus is used in front of a midrange or high frequency driver. It is not associated with transmission lines, rather it's referred to as a waveguide. It's called a K Slot for the association with Karlson. I've seen them used on top of Karlsons to extend HF response while maintaining the Karlson look. I think resident Karlson guru Freddi has posted about them here.
