Stuffing a TL doesn't lower tuning or affect sensitivity, it suppresses harmonics of the quarter wavelength frequency. Stuffing a sealed cab lowers Q. Over-stuffing a ported cab will cause it to operate like a sealed cab. All of these effects can be seen with speaker modeling software.
