There's no reason not to go to 400Hz with that horn, it has plenty of length and mouth area to go that low. You might get a bit better polar response in the low end with a baffle, but based on the EV polar charts at 500Hz I doubt it would amount to much. IMO the reason EV didn't go lower would have had nothing to do with the horn, everything to do with reducing the load on the driver.
