It's not so much lighter cones or shorter coils, it's mostly low Qes. Lighter cones and shorter coils can contribute to low Qes, but the main source of low Qes is high magnetic flux. If you examine the response of low versus medium Qes drivers you'll see that the low end sensitivity isn't all that different, if at all. Where they mainly differ is that low Qes drivers have higher sensitivity in the mids, which subjectively translates to less low end. Reflex alignments don't make the situation worse, but horns very much can when they're too short and/or the mouth area is too small to reach low.
