It's not odd at all. From 1927 to the mid 1950s the main usage of high quality sound gear was in movie theaters. They had to generate high SPL with minimal power, using drivers with short xmax. The only way to do that was with horns. Direct radiators capable of high output didn't exist until after WWII, when amps with sufficient power to drive them came along.
