OB midrange can be high sensitivity, since the low frequency loss that accompanies the very low Qes responsible for high sensitivity doesn't matter to a midrange driver. By the same token if you want good lows from an OB you can get it, but only with a high Qes driver, and that rules out high sensitivity. As for low Fs and horns, horns don't rely on low Fs. If anything too low an Fs hurts horn performance. Besides, the high sensitivity of horns has far less to do with the drivers than it does the horns.
