When the throat area is the same as Sd the volume of the throat chamber relative to the throat area will be too small to have much of a low pass effect. However, what you don't lose to low pass filtering you'll give up in high frequency loading. A phase plug can make the throat area and front chamber volume smaller as well as equalizing path distances. Without well designed phase plugs wide bandwidth compression horns wouldn't exist.
