You don't have to set a specific voltage out, you just have to measure it. Then you can get a reasonable estimate of the voltage sensitivity. You can vaguely approximate power sensitivity, but only vaguely. Sensitivity specs that say 1w/1m use the nominal impedance to get a nominal power figure, but as current varies with impedance and impedance varies with frequency 'nominal' is the operative term.
