It's simple: you make a template of the horn cross-section (of the same type as depicted here on your pictures). Then you glue a slightly overlapping piece of ply to it. When the glue cures, you use the router to conform the glued on piece to the template. And so on - all the way to the desired width. But now the problem is that you have to cut this massive piece of plywood from 10" in the front to 2.5" in the rear, at an angle, with depth being 10.25". You can't do it on a regular table saw because the piece is also 6" thick. And that's quite a task for your regular wood saw and your arm...although, me thinks if I budget a weekend for the job I just may finish it...will I live happily thereafter?
