My knowledge of horn design and response is inadequate for me to answer your question mathematically or theoretically, but I have a pair of Bill Fitzmaurice designed HT Tuba horn subs which are admittedly a bit unorthodox. They gross 18cu.Ft.. I believe horn length is 11ft. 4in. I have tested their response with a good calibrated microphone, etc., both near field and at listening position, and they do not exhibit the hump you describe.
I dream of an America where a chicken can cross the road without having it's motives questioned.
