Both of the high efficiency speakers I'm familiar with, Altec A5's and Lowther PM2a's, sound great at low volume levels. But the all time champs at low volumes are Quad electrostats (both ESL and 63) and they aren't especially efficient. BBC LS3/5a's are also at their best at medium to low levels even though they are very inefficient -- but they don't offer the clarity of Quads and Altecs at any volume level. So, I'm not sure I buy a high efficiency = low volume sound quality theory. I think low distortion = low volume sound quality, and it just happens that many, but not all, high efficiency speakers are low in distortion.
