Are your Spendors lined with eggcrate foam? I'm going to go out on a limb and guess that they are and that's what is causing your problem. I've noticed eggcrate foam produces exactly the effect you describe in almost all the speakers I've tried it in. I does have its uses, but lining a small BR is not one of them, IMO.

The low efficiency is contributing to the problem, but I've dealt with efficient speakers that had the same issue.

Since you probably don't want to go ripping apart your Spendors, I'd recommend a moderate efficiency speaker for your Eico. About 92-3 db works well with PP 6bq5 IME, but anything between 90 and 96 is fine - maybe a conventional 3 way like an L100, or a Focal MTM kit, or a nice full range in a TL or backhorn.
