Around here "high efficiency" means over 100db, which means horns. Even lowthers need a backhorn to reach those efficiencies, and the great dual concentrics have a horn tweeter.However, there are a number of cone drivers that will do 96-99 db. See for example the Super 12 kit, which is very affordable. Drivers from PHY-HP, Supravox and Fertin are also appealing.
If you are interested in horns, I agree that a good way to start, if you have a living room that can handle it, is to search around for a pair of Klipschorns in your area.
