That plan should work although you might prefer a second order on the woofer too. With the crossover point, depending on your application you might also consider going higher than 900hz if you want to use 811's. When I played around with them at 800hz in VOT's, I thought they should have been crossed over higher. I didn't make any measurements but they sounded a little rough near the crossover point. I'm sure that's why the model 19 used a 1200hz crossover point. Plus the 414's will work great up to 1200hz or so second order.
For padding resistors, definitely get an lpad first and then later you can transfer the lpad settings over to fixed resistors if needed. With wideband horns, gain adjustment can be critical for good integration to the woofer. Just a little off in gain and they go from sounding great to barking at you.
