Fostex makes a backload horn kit, all precut, for about $100 each. Two of those and some FF165 drivers would run about $350. I think the combo is about 97 db efficient.
You can make cheaper speakers. I once made some from Radio Shack 1194s (cheapie Fostex FE-103s) and a cardboard box. Cost: $18 a pair. It wasn't bad! I would even say that it is very difficult to beat a half-decent 3"-5" fullranger AT ANY PRICE ... IF you can live with their severe deficiencies. Nothing below 150 hz however. Something like FE-126 in a TQWP, Zigmahornet etc. would be nice and cheaper ($100-ish, less if you get scrap wood), but you'd have to do all the cutting yourself. Sometimes it's nicer just to have it all done.
These other options also tend to be rather lower efficiency, in the 89-91 db range, and have significant bass deficiencies (not much below 100hz or so). For longer-lasting pleasure, the Fostex backload horn kit is a winner I think.
For the cheapest-of-all, Parts Express was selling $0.49 fullrangers there for a while. People said they were actually pretty good in line arrays, 16 per side.
