Yes, and in practice it works just as well as cutting off the 125Hz and below signal at line level.
How does that effect what the xover in the sub isn't doing?
The phase switch just flips the phase of the bass coming from the subwoofer, it isn't really part of the line level crossover circuit. So at one setting or the other the signal from the sub will be a closer match to the phase of the 125Hz signal coming from the monitor. More expensive subs usually have a variable phase pot rather than a simple 180 switch, allowing for closer matching of the sub and monitor phase.
