That is true of many SACD players and DACS which assert that they process DSD. It is however not a fundamental design necessity for DSD replay and the early Sony upmarket players did handle DSD natively as do many current high end DACS.
It seems that conversion to PCM before analogue conversion may be a cost saving strategy allowing a single DAC chip offering PCM conversion to be used. There are other more technical arguments relating to the inevitable noise created by DSD but that is another issue.
