I must admit that I have not read the text at the URL I gave in quite a while and only posted it to get a quick post. I can suggest some standard texts with clearer descriptions, if you want.The cilia appear to be linked to each other such that it only takes a small displacement of the bunch to effect signficant shear on their membranes. Also, it appears that the gating is continuously and bidirectionally modulated by the bidirectional ciliary movements.
As for you last points, the discussion here was not intended (by me and, I assume, by the others) to be comprehensive in any particular way but I did mention that the outer hair cells played a role in response to a point about damping.
